The Malaysian Government has set out various measures that strongly advocate for the preservation of health and quality of the en- vironment, beginning with the First Malaysia Plan 1966-1971. This was followed by a specific environmental policy direction that set out spe- cific strategies as outlined in the Third Malaysia Plan 1976-1981, and later by a stand-alone National Environmental Policy in 2002. To date, the strategies in the National Environment Policy 2002 have been translated into various policy and governance intervention measures.

Reporting will be streamlined, and the state of the environment focusing on environmental health and quality will be the primary basis for governance interventions, in line with the Malaysia Development Plans. The action plans will also focus on consolidating various commitments that require concerted action under existing and planned multilateral environmental agreements in galvanising Malaysia’s efforts towards meeting the aspirations outlined
